Because the vast majority of people using the Internet at home or work
have no idea that an Internet connection carries any risk, nor that
there are any decisions to take. They've heard of viruses of course, in
the newspapers, but the computer came with a free virus checker, so
that's OK.

Many reputable companies sell computers, usually with at least one free
ISP trial attached, and no warnings. Nobody would sell you something
dangerous without pointing out the risks, would they?
