I'd start with a hardware firewall appliance. And running Windows
Update religiously.
A device such as Linksys BEFSR41 can be had for $59 and will cheefully
protect your perimeter at all times, even when the next MS squashing
security exploit is announced and released.
Once you have that in place, then you might consider something like
ZoneAlarm or Norton internet security or BlackIce as a way to be
alerted when various program on your computer might be trying to
access the internet.
