The availability of tools is only a part of the number game...
Malware needs an ecosystem. Since there are so many Windows plarforms
available, even less important holes are common enough to cultivate a
global epidemic (e.g. the SQL worm).
Since Linux boxes are less common, malware targeted to them may not find
enough hosts to infect, and dies out naturally.
