Does this also happen if you send yourself an unencrypted message?
I'm not using the 2000 version anymore so I don't recall if this applies
to only the newer versions, but there are settings for the default way
of sending messages and also under the format menu when you compose
individual messages. Outlook Express allows you to specify a setting per
address book entry, but I don't know if this is in Outlook.
