It's a variant of the CoolWebSearch (CWS) trojan, which makes use of a
different exploit to hijack Internet Explorer than is used by 90% of
the spyware out there. New variants of this parasite come out every
week, sometimes more often. Use CWShredder:

If that doesn't work, let me know and I'll try to help with a manual
removal. FWIW, you can prevent this and about 99% of all security
risks by simply not using IE or Outlook as your normal browser or
email software, and use Mozilla, Firebird, Netscape, whatever instead.
They are vastly more secure.
