To do what you want requires a virtual device of some kind for even
the names of the files (and how about their sizes!) to be secret.
What you would need is simply separate sets of software, one for
Windows, one for Linux, and maybe one for the Mac (but it runs BSD now
under OS X, so maybe it could squeak through) that use the same format
for their encrypted volume.
Just take an existing encrypted disk program that's available for
porting, if such a thing exists.
