tcpdump, ethereal, any packet sniffer. Be advised to have management support
and written authority and consent from the users of your network. Without
these, I would be looking for a criminal laywer rather soon.
Most SMTP servers offer a way to archive all messages pasing through them.
Check the documentation for your SMTP server.
