- Write tools to make it easier to track down and report virus-
sending computers.

- Negotiate with major ISPs on a common reporting
format and reporting mechanism that they agree to respect, agree is
relatively protected against forgeries, and agree does not require
the entire actual contents of every copy of each virus.

- Or if that's too hard, at least talk with the major email- virus-
checking- program manufacturers, and get them to add a feature that
can recognize fully-automated viruses (e.g., swen) as being
distinct from the viruses that get embedded in legitimate binary
attachments, and have the checking programs supress the
notification messages if the virus is fully automated. The systems
that are kindly notifying me that they have trashed a Swen virus
message sent to me by someone I've never heard of before, are
*contributing* to the problem.
