Hi Jim,
Pre-emptive strikes are per definition unlawful, as demonstrated in
Mad-eastern countries.
my opinion: in this particular case: spammers, e-mail virusses and worms
are the worst threat to (the usability of) Internet.
Next are uncontrolled/uncontrollable "law" enforcement agencies.
But that's just my opinion.
