There is no further relation than the name component "Messenger".
Windows Messenger is the GUI-version of the good old "net send"
command. MSN Messenge is another master-piece of M$ software products

It is started as a service. Open your system setting, open the
services folder and there you'll find it. By default it is set to
"automatic launch" .
