Security Program?

Can anyone recommend a program that will?

1) Allow me to assign password protection on an application,(.exe), file.

2) Function as a pop-up prompt for access.

3) Keep a log of users accessing the application, succesfully or not.

I realize that I can use the normal windows log-on/user accounts and maybe a
keylogging program to control usage but I would like a single application to
control this. I've web searched and come up with mainly file encryption type
programs which aren't really what I'm after. Thanks in advance.
