I use a program called GotMail for Linux. There may be a Windows
port, and I assume one or two Windows variants are similar in
function.
GotMail translates the communications to and from a hotmail server so
that any regular email program like Eudora or Netscape Mail can
download mail from your hotmail account.
In some cases, ISPs block mail that doesn't originate from the account
holder's email account, which can prevent you from sending mail as a
hotmail user. Because of that, some hotmail poppers also respond to
SMTP service requests and simply upload your email to hotmail.
