help: LAN IP addresses being changed

LAN: 2 machines: NT4, OS/2. NetBIOS over TCP/IP, I think.
NT4 : 192.168.1.1
OS/2: 192.168.1.2
Internet: dial-up. Eudora, Netscape
Problem:
- 'ping NT4' yields 'Pinging nt4 [209.105.184.114]'
- Another app on NT4 tries to connect to 192.168.1.1, and this gets
converted to 132.163.4.103.
History:
Both symptoms started yesterday, after I had attempted to install a
new US Robotics modem driver. The re-boot was very slow. I found
processes ~2.exe & ~3.exe hogging the CPU. I killed these, and
deleted all copies that I could find of the files, and removed a
related entry in the Registry. I also ran 'RegClean', FWIW. I don't
find any evidence of these files on the OS/2 machine.
After doing that, the NT boots cleanly, but still has the IP
remapping. Any insights would be appreciated.
