The first step would be to accept that the Kurds have their own state (which
they now do for over 10 years), and that they can form allies with whom
they want. This would piss of the turkish military, for sure, because for
the first time in history, the Kurds would have a state. Actually, the war
preparation promises to Turkey makes sure that the Kurds are toast, too
(fortunately, the democratic parliament decides differently, but AFAIK
their decissions are only "guidelines" for the military).

The second one would be to lift the embargo (on anything but arms). It
actually is the main reason why Saddam still is in power: he controls who
gets to eat.

The third one is to get down energy consumption in the western world, a
point where the USA can do most, but also the other nations can do a lot.
The huge financial resources in the hands of governments is what creates
dictators (look at Venezuela). States should get their money from the
people, which puts up pressure for control. No representation without
taxation.
