Checking for modem existense

Hello,
i want to hear your advice regarding quering whether a modem installed
in a computer.
1. i wrote in the past simple script to check in the registry - gives
alot of false positives.
2. i need it to work on win95,98,win2000(xp if possible), since i'm
going to distribute it to check all the computers in the network for
modems.
several ways i'm familiar with:
1. use perl with com port module (problem: not sure it'll support all
systems, needs virtual driver etc..).
2. VB/VC microsoft comm activex (got problem with license??? i run
microsoft fix, it didn't help)
3. listing all HW devices (i didn't see a way for doing this (vbs)).
4. using initialize modem (running from script)...how??
