User rights are enforced by the underlying OS and file
system. They have nothing to do with Explorer.

Doable. Microsoft's MSDN KBase has information
on this; it's been supported in all versions of Windows
since at least 3.1.

Again, has nothing to do with Explorer. These keys are
managed by the system. Disabling them is non-trivial,
and varies by OS platform (NT/Win2K, and XP will
be entirely different than 9x and WinME).

I strongly doubt you will find one product to handle this.
You have several separate needs here; you'll almost
certainly need to look at several programs.
