    Of course.

    Imagine this. You have a plaintext file in english and encrypt it with
    Blowfish in CBC mode. After you encrypt again this encrypted file with
    IDEA in CBC mode.

    The increase of security is in originally you have a plaintext and
    after the first encryption you have a "random" file so the next
    encryption increase segurity because you have encrypted a random file
    and not a plaintext file.
