Of course any company can pay for or do its own skills test, there is
nothing new in that.

As far as other cert.s go they should at least be well known in that field,
in the U.S or country of origin. If your not sure who they are, how is a
non-IT employer going to know. And don't count on them doing research to
find out just for you, amoung all the other resumes.
