You can prevent students from downloading via kazaa, but
if you are granting WWW access to "all sites not specifically restricted"
then you are NOT going to be able to prevent students from downloading
via "etc.". Unless, that is, you have strong physical controls on
the ethernet connections and all the computers that are hooked up
    to them.

There are a number of services these days offer music and video
downloading via plain http connections (or via port 80, the port
normally used for http.) You could be very restrictive and only
allow port 80 out (to block kazaa and a number of other programs),
but as long as some of them allow access via port 80, you aren't going
to be able to block them all without being very very restrictive
as to which sites can be connected to.

You might want to consider an alternative setup: use a "bandwidth
shaper" program to make large downloads unbareably *slow*. If the
students can get noticably better performance from home, they aren't
going to want to use the school connections.
