Deleted files still recoverable

I spent 2 days using Clean Disk Security to overwrite all of my free
space to eliminate sensitive files on my hard drive; however, after I
was done I ran a file recover program to see how well it worked and I
was only able to see all of the files that I wanted to eliminate but
was also able to recover them. I am using Windows XP for the OS.
Does anyone have any ideas why this is not working. I had the problem
using another deletion so I don't think it is the software
