AFAIK, cable modems are Layer 2 devices. They don't care about the IP
addresses of the devices behind them, they just look at the MAC addresses.
So you probably can spoof IP addresses of other customers attached to the
same cable node.

They provide that option because many cable modem ISPs require their
customers to register the PC's MAC address. When you insert the router in
the path, a popular option is to have it use the same MAC address as the PC
it's replacing, so that you don't have to call the ISP and register a new
address (which could be especially bothersome if you're troubleshooting and
have to keep taking the router out of the picture).
