Although it may be trivial to block these things, I'll bet that 50-75% of
Windows users don't block it. The folks who read this newsgroup are not
typical PC users, we're savvy and know how to protect ourselves. You need
to put yourselves in the place of clueless users who don't know any better.
These pop-ups are undoubtedly showing up on 10's of thousands of PC's every
day. I have no idea what level of response they get, but spammers
generally don't need very good response levels, because their costs are so
tiny.
