the program that says it's `gathering information' checks every file that
is supposed to have been updated and if it's not the patched version or
higher it considers the patch as not-installed. at least that's what it's
supposed to do. you can obtain the updates as executables, intended for
corporate environments where you don't want all your pc's doing the
windowsupdate dance, then just run them, though i don't know if the checks
in that code are any better than the ocx.

not so much for nt since it doesn't have windowsupdate, you have to obtain
and apply the service packs and hotfixes manually. 2000 and xp do have the
same issues.
