Actually, monitoring isn't that easy. It also takes a lot of time and
some pricey software, which can be a pain to deal with.
Being a network administrator, I get to deal with this stuff. Our
experience has been that we can't block sites like Hotmail, Yahoo,
Juno, and similar places because there are too many real emails
originating from those sites. We currently filter on a few criteria,
although we can't use the standard provided spam filter (blocked too
many real messages, including some important ones).
In reality, we have better things to do with our time than read a
persons' email, unless we have specific reason to watch a person.
Last time I checked, we were passing about 25,000 emails/day through
our server. About half of that is spam or invalid addresses, which
are blocked with a separate computer running filter software. I can't
read 250/day, much less 25,000, and have better things to do anyway.
