The windows98 version of poledit.exe will allow you to losen these
restrictions. You can either search the local hard drive or the
Windows CD for a copy of this program. Under Windows98 there are not
"administrators". Look under users once you run poledit and you'll
probably see check marks by anything you can't do. Just deselect them
and reboot.
