Here's an article showing how this was implemented using Novell
Directory Services (NDS), RADIUS and Novell BorderManager
Authentication Services (a RADIUS implementation):

ActivCard Tokens")
In this case, NDS provides a Login Policy object (see figure 11),
which defines the login policy (password, token or both) to be used by
the user logging in.
