Of course.

ssh in this case would just be the encryption mechanism - the "P" part
of VPN :-). It would handle authentication between your routers and
encryption of the traffic.
A VPN can theoretically be set up using any encryption mechanism,
ipsec is becoming more popular than home brew type solutions like
using an ssh tunnel.
