Hello Peter.
Without getting into a long explanation, yes a VPN can be installed
without using SSH.
SSH is a secure terminal protocol, like telnet only encrypted. SSH can
be used for tunneling other protocols over an SSH connection.
In general usage these days, VPN refers to IPSec although in fact the
term "VPN" includes a lot of different technologies. IPSec secures traffic
at the network layer so it can provide security for protocols that use ip
for transport.
IPSec and SSH may use the same encryption and hashing algorithms but
they are otherwise unrelated.
