This is not an easy question at all. Even very old versions of
Netscape and IE supported 128-bit encryption, if the browser was
downloaded within the USA and Canada. Outside these countries, only
the "export" version of these browsers was available which only
supported 56-bit encryption as a maximum. So there were even versions
of Netscape 3 and IE 4 that supported 128-bit encryption.
After 09/2000, the export rules were relaxed and, with the exception
of a few countries, browsers supporting 128-bit encryption can be
downloaded by almost everybody from both Microsoft and Netscape.
If I remember correctly, the first version of Netscape that was fully
available in 128-bit SSL was 4.76. For IE, I believe it was 5.01.
You'll be on the safe side with 5.5.
