Sometimes, sometimes not. Some monitoring methods are so subtle
that it would take a trained espionage team to discover them.

Some of the programs are known, a subset of which can be detected by

Sometimes.

Your questions are a bit vague. It would help if first you could
tell us what kind of threats you want to confine the discussion to.
Are we talking about those programs that get marketted under the
rhubic of allowing husbands to detect if their wifes are having
electronic chatroom affairs? Or are we talking about how
Collin Powell's main military intelligence computer is protected?
