Where is the server -- inside or outside the firewall? If the server is
outside, the firewall is probably blocking the data connections from the
clients.

That sounds like a problem with the browser, not the server.
I was thinking that this is the way that the browser determines whether
file.Z is a file or directory. If it the CWD succeeds, it must be a
directory, which should be listed. But your log showed that the browser
simply closed the connection after the CWD fails, so my theory must have
been wrong.
