I'm aware of the fact that you cannot lock out the Admin account, but you
can still force a password change on a schedule.

Aslo, I know you can set different policies to different groups that will
affect password expiration. Like maybe you want all mobile users to change
every 15 days because of the exposure they have. How, the method escapes me
at the moment, and I'm stuck on a 9x maxhine at the moment, so I can't test
either.
