Yes, the ISP can control this by setting the security on you directory under
IIS. Using this you can specify which users/groups of users can access
anything in the directory. If a request is made from an unauthenticated
browser, then the web server will ask for a username/password before allow
the browser to access the file.
To be extra secure you should also use SSL (Secure Socket Layer) because
otherwise, basic authentication will send the password unencrypted along the
internet and anyone listening in could then gain access to your web files.
Depends on how paranoid you want to be...
