      Funny, I always thought wanting to have a license to beat and bully people
    was one of the basic motivations. Since that's how they act most of the
    time.

      Power corrupts. It's well known that the idealistic ones are laughed at,
    ostracised (sp?), and generally have it all beaten out of them by their
    supposed friends and colleagues in the force. Cf. "Canteen culture".
