Ratchet that counter down again. Todd's talking out of his arse. I am
running Windows XP, and Media Player 8, and I renamed an MP3 file to a .TXT
extension, double-clicked on it, and found Notepad trying manfully to load a
multi-megabyte file.

The Explorer (and, indeed, anything else that uses the shell to 'open' a file
with its default association) looks at the name of the file provided to it.
It doesn't look inside the file. BID 4087 is about _Internet_ Explorer, not
Explorer or the shell. Just because Microsoft claims that IE is bound up as
part of the operating system, doesn't mean it actually _is_.
