Their machines - they decide what you can and can't do with them. Don't like
it? Don't work there, or renegotiate your working conditions. Ask if the
stationery cupboard is locked and requires a signature to get a pencil out, or
if you need to get permission before calling your ewe and telling her you'll
be working late tonight. Sure, the company's main concern is to get you to do
your job and make money, but if they perceive that your personal use of the
Internet is a problem in that respect, then they can ask you to stop doing it,
and to do your job.

You may very well be entitled to a break now and again, and in fact there are
laws in many countries _requiring_ that you be granted a break now and then.
However, it's generally _not_ a provision of such a law that the employer has
to provide you with free access to recreational facilities. Perhaps you might
suggest to your employers that indeed, your break time is yours to unwind
however you wish, and wouldn't it be a good idea to put a break-time terminal
in the break room, for personal access to the Net?

[Though, given that much of the law regarding breaks is to prevent such things
as Repetitive Stress Injury, eyestrain, etc, it's possible that your employer
may have to say "no" to such a request, as it would open them up to liability
if you got carpal tunnel syndrome from too much one-handed surfing.]
