Labor laws and contract notwithstanding, you're not entitled to
anything. Of course, companies that "care" about their workers have
discovered a benefit in allowing their workers a certain amount of
flexability when it comes to personal time on work computers.
Personal web and email time in small doses makes for better, MORE
productive workers. My biggest fear as an employer isn't necessarily
the "time" spent, but the content. An ill-worded personal email with
company email address can make the company liable!! That's what the
policy has to cover.

If you don't work for a company that realizes the benefit of giving
their workers some flexibility, then you're out of luck. Of course,
you can be proactive and try to influence management; show them the
policies of some of the big companies and what those companies have to
say about personal web and email time. But, don't think you're
entitled to anything in this regard.
