None of them is useful without skilled and motivated staff and
a budget to act with.
Talking about "easiest to configure" seems to be a contradictunary
term if you want any useful actions about it.
If "ease of use" and a nice life is primary goals, you better save
the money altogether.
If "protection" and "increased security" is the goal i'll suggest
you delay the procurement until competent staff byus WHAT THEY NEED.

You said it : "lack of experience and willingness."
Sound to me that saving the money is your best option.
