is encrypted.

It took me under a minute to find software I (as an admin) could install on users PCs to monitor all of the URLs visited and even tools that allow monitoring page content. These tools integrate in to the browser (they support multiple browsers) and monitor the browser rather than the network connection, so they are monitoring before outbound data is encrypted and after inbound data in decrypted, so it matters not whether the browsing is through an encrypted tunnel.
