Your price range is rather low if you want a really good hardware
firewall. See if you can find a used Cisco PIX 501 on eBay.

Once you have a good hw firewall, take your time to understand it and
configure it properly. Don't bother with a software firewall--put all
of your effort into the hw fw. Which do you think is more secure? Two 5
foot high walls one behind the other, or one 10 foot high wall?
