Can't speak for the firewall itself 2 things I would do:
1. block all traffic outbound with destination port 1863
2. If you host your own internal DNS server for your users, create a
DNS zone for msgr.hotmail.com and then create a A record for
msgr.hotmail.com to 0.0.0.0
.
