I'm finding on the MS knowledge base, it appears these keys are
not at their default values, or missing altogether. Specifically,
under HKLM\SYSTEM\CCS\Services\TcpIp\Parameters
TcpMaxConnectRetransmissions is set to 0, default is 2
Replying to myself...
I reset the above key to the default value and things have improved.
Still not as good as my previous system, but still, much better.
