What is NETSpeed:imit in ...\internet logs\lamdb.rdb

I was poking around in ...\internet logs\lamdb.rdb.
It's mostly giberish, but there are a number of text
strings NETSpeedLimit<myispname>.
Speed limit doesn't sound like something I want happening?
