Advice on Firewall with Multi-user options needed.

This Pc has several user accounts set-up on it and until recently I was
using NIS 2005 simply because you can configure the firewall to each
users specific needs, which is great when you have young kids using the
Pc because it means I can control what programs they can use to access
to the net and which sites / newsgroups they have access too.

However due to problems with nis 2005 and the Pcs refusal to let me
reinstall 2004 I'm now looking for a decent firewall that offers the
same kind of multi-user options.. Any ideas?
