If the guy has a "NAT Firewall / Router" between his PC and the ISP, then
how can it be a DHCP issue between the PC and the ISP? It's the ROUTER that
gets the IP address from the ISP, not the PC.

In turn, the router is probably running a DHCP server, and the PC would get
its address from that... so I can't see that being "unavailable" or
whatever.

Someone else in this thread commented that a NAT firewall would be enough to
protect a PC, when zonealarm wasn't active. Well, all I will say is that *I*
certainly wouldn't trust a mere NAT firewall. Yes, NAT is better than
nothing, but it provides a very limited level of protection.
