Public IP Assignment

Ive just purchased a Zyxel Zywall 35 and want to use it instead of my
existing Vigor2600+ (modem/router combo).
I have several existing VPN tunnels setup which are used for VOIP and other
stuff. I would now like to terminate the VPNs on the zywall instead of the
vigors.
Unfortunatly NAT of any shape or form screws with the the H323 VOIP
packets, therefore I need to use the existing router for ADSL connectivity
and routing with no NAT.
I was told that I would need a public block of IP addresses and have to
assign one pub to the router/modem (vigor) and one to the zywall wan port -
with the router in routing mode rather than NAT.
Does this sound correct?
Also, I'm slightly confused as to how the the VPN (zywall) public IP
address will still be visible behind the router (vigor) if the router's not
doing RIP with the ISP router. Would they (ISP) manually place a new entry
in their routing table pointing to my network block?
