Blocking AOL chat without blocking AOL webmail

Hello,
I'm volunteer-consulting for a small nonprofit and the boss there
wants to cut down on the chatting. Because of budgeting issues we are
not using a third party firewall as of yet, so we are using the
built-in Firewall of Windows 2000.
In our first attempt, we blocked port 5190 this seems to have worked
as far as stopping the chat however some employees were having trouble
accessing the AOL webmail including the Executive Director of the
organization who happens to send a lot of her work from home to the
office via aol's webmail.
Is there a way to refine my firewall settings so that traffic going to
the aol.com page and then to the log-on of webmail will not be blocked
or slowed down all the while aim is still blocked? Is this possible?
