FTP access through Firewall yes or no ???

Hello All!
I have a question regarding FTP access through Firewall. I am not
really sure but I heard that FTP is a very insecure Protocol and
should be blocked at the Firewall i.e. Ports 20,21 because it uses 2
Ports 1 Control and 1 Data Port is that correct???? I am setting up a
Firewall we have students coming here using 3 Terminals to browse the
Internet. This is what I have allowed at the Firewall so far: HTTP,
HTTPS, DNS, SMTP, NET-TIME(Port 123) and everything else is blocked so
far. I am going to keep it that way until something else needs to be
opened up. Everything works fine the question is should FTP be allowed
or is there a good reason to keep it blocked??????
