They are related.
In a setup of IE with no proxy configured, the local machine does the name
resolution of the requested host and connects directly to the IP address of
the remote server.
If you configure IE to use a proxy server the IE will just pass the hostname
to the proxy and let the proxy figure out the IP address.
If the proxy is configured with different DNS setting to the client you can
(and often do) get different results.
