Hi,

this is just the regular "background noise" of the internet. I don't
think someone is specially after you. It's probably either
viruses/worms, and the infected PCs all over the world (without
knowledge from their users) is just randomly scanning IP address
ranges.

Either that, or the person that had the dynamically assigned IP before
you had a filesharing software running, and the clients just didn't
update this guy's new IP yet.
